Well, when downloading a game from the PS store, you'll need double the memory that is needed (Like SR3 is 7 gigs, you'll need about 15 to get it. once completed, it'll delete the other half) So basically, while not completely needed, at least have 16 gb free. On my system the folder only uses 144mb. Maybe the 1gb reference is to account for patch files or other things it might need room to process from time to time.
